Once again, the image displays the first underground level of a subway station in Cairo, Egypt. This is the main hall where tickets are cut, money is collected, incoming & outgoing passengers pass roller gates and security personnel occupy security rooms with big screens displaying live feed from different surveillance cameras. There's a dire need for several infrastructure systems in such a place. Electricity being the main one as without it the hall would be a dark underground pit & lighting would not be possible. Water supply & drainage are necessary to operate lavatories that are necessary for the different personnel who can not possibly leave their work stations to go up & look for a lavatory. Ventilation is just as important [ventilation ducts are visible in the image's upper right corner] due to the high levels of humidity & temperature underground. Finally, software & low voltage cables are necessary to operate the different security equipment [cameras, communications, public announcements, etc.]
