It is most probably the best livable city in Egypt since it's the capital and thus receives major attention &, subsequently, money & resources allocation. However, compared to the above mentioned cities as well as many other cities in many other different countries; I believe it is- unfortunately- logical to say that Cairo lacks strongly in all 5 characteristics. I believe it's- again unfortunately- also logical to say that, in Cairo, the five characteristics are, in general, negatively affected by a mixture of inefficiency & corruption. The solution, generally, would be to identify and eliminate the causes of this mixture: inefficiency and corruption. 1] Personal safety & security: [low crime rates, effective law enforcement, well lit & regularly patrolled streets, deterring punishment that suits the nature of each crime... etc.] Status: relatively high crime rates, inefficient law enforcement, poorly lit & rarely patrolled streets, weak punishments compared to crime nature. Solution: spreading literacy & eradicating illiteracy, improving educational quality, stressing on moral guidance role in school & at home, improvement of economic conditions, reducing or [if possible] eradicating unemployment, expansion of infrastructure, services & facilities to accommodate population growth, detection & severe punishment of bribery & corruption cases, stressing on acquirement of knowledge & skills, increasing effective training, increasing physical maintenance & well-being of personnel, tools & equipment, disregarding unnecessary bureaucracy & increasing efficiency of laws, rules, regulations & standard procedures, changing laws and increasing punishment severity with a vision regarding the value of punishment & reward. 2] Health Care Services Quality & Health Safety: [affordability for average & low income citizens [subsidization, installment with no interest options], even distribution, proximity & number of efficient & ready[prepared] hospitals, clinics & pharmacies, professional & efficient doctors, nurses & staff, sterilization, sanitation, hygiene & prevention of disease contraction, open air quality, water clarity] Status: affordable services for average & low income citizens are of poor quality, good facilities are unevenly distributed, number of efficient & ready[prepared] hospitals, clinics & pharmacies is low, professional & efficient doctors, nurses & staff are few, sterilization, sanitation, hygiene & prevention of disease contraction is only present in the best facilities which are a few to count, open air is heavily polluted, water is sometimes not suitable for drinking. Solution: major technical & managerial changes & improvements in under-performing facilities are required in addition to improvement of medical college education & examination quality, strict & effective procedures to stop, reduce & eventually eliminate air & water pollution. 3] Efficient Infrastructure [planning, designing & managing the different systems, food production, storage & distribution, water, drainage, waste management, electricity, energy, means of import & export [national & international], airports, shipping ports & docks, roads, pavement, transportation, telecommunication & media [ability to send & receive different kinds of information], urban planning, housing, resource management & sustainability... etc.] Status: poor short-sighted planning, designing & managing in almost all systems, food production is relatively okay though there's room for lots of improvement, but poor storage & distribution lead to large losses, water is not used wisely & is often wasted, drainage is poor, waste management is almost non existent, electricity & energy rely on combustible fuels, means of import & export [national & international] exist but laws, rules, regulations & procedures make the processes tiresome & costly, roads are not in best condition, transportation , telecommunication & media exist but either unprofessional or in poor condition, urban planning, housing is- ironically- unplanned, resource management & sustainability are rarely considered. Solution: assigning planning, design & management tasks to experienced educated professionals, making accurate detailed studies of the current status of all the above mentioned points then identifying and implementing practical methodical solutions while committing to specified deadlines. 4] Political & Economical Stability & Growth Status: poor policy planning, decision making & management in both fields. Solution: assigning policy planning, decision making & management tasks to experienced educated professionals, making accurate detailed studies of the current status of all the above mentioned points then identifying and implementing practical methodical solutions while committing to specified deadlines. 5] Spiritual & Recreational Facilities & Services [Religious institutions & facilities, sport clubs, gardens, parks, cinemas, shopping centers & malls] Status: facilities & services are present but many of them are neglected & not properly cared for, gardens & parks are very few to count compared to the city's stretched out & constantly expanding surface area. Solution: improving institutions responsible for cleaning & garbage collection, raising maintenance personnel's wages, increasing gardens & parks & spreading them through out the city.
