I chose the second case. I suppose the solution should be like this: - obvious: we must mobilise the police in the case of real threat besides this I will offer others, not less significant, to my mind: - we need to create the local community to improve a sense of belonging. it can cooperate with schools, organize cultural or sport events. all the habitants should like their place of living, feel themselves as a part of local community. - we can create the programm of development of our place. Distributing incomes competently, providing habitants with more open green spaces like in the picture, high quality friendly environment (habitat,cultural services) we will attractiveness of our place, the environment would be more friendly. I suppose that it takes a lot of time (not a couple of months) but the result must be worthy.
