If I could take part in the decision-making process of an initiative related to the UHI effect, I would look into expanding green space, including planting more trees; and replacing non-permeable pavement with permeable pavement. While it is not stated specifically as combating the UHI effect, San Jose’s Green Vision Goals call for the planting of more trees in the urban area: http://www.sanjoseca.gov/index.aspx?NID=2737
