Step 1 - The most liveable cities that I have visited are Paris, Rotterdam, London, Milan, Barcelona. Step 2 - I think that the five characteristics that make a city liveable are: 1) effective social politics, 2) cultural activities, 3) green areas, 4) pedestrian areas, 5) public transportation. Step 3 - The city I am refering to is Cagliari, where I spend most of my working day and social life. 1) Cagliari has an important social politics plan, well-structured and organised on a theoretical point of view; sometimes. Its lacks are to be found in the application and management process, sometimes creating unsolved situations of misunderstanding and need, and sometimes not depending on the state structures but on external groups or associations (e.g. Catholic church, volunteers). A better reorganisation should be needed. 2) Cagliari has very different and multiple choices on a cultural point of view, during the week and at the weekends. Its lacks are to be found in the disorganised programming, for sometimes there are more than one events the same day at the same time. A better organisation should be needed. 3) Cagliari has many green areas as there are still many inbuilt places and parks. Its lack results in the very core of the old city (Castello) which is quite totally built and cobbled. A new redesign of the green areas even in the historical center would be a proposal. 4) Cagliari has developed and opened many pedestrian areas in the historical city in the last years, a political choice that has resulted very popular and very liveable-directed. 5) Cagliari has a valid transportation system based on a great disposition of urban and metropolitan lines. Its lacks are to be found in the disorganised regularity of many lines that do not respond to the needs of the transported public. A better reorganisation of the public transport based on the elimination of the (almost) same-route buses and increase of the regularity based on the passengers use (big data) should be needed.
