Waste: The part of solid waste that is valuable not to be discarded, then recovered and put into market, is to be considered a "flows", whereas "stocks" refers to the portions which are considered valueless. Municipal solid waste management is probably the first problem in Rome nowadays. In order to become a more sustainable the city, as far as waste is concerned, it is necessary to introduce new approaches, such as the Urban Metabolism, which may be more adequate to face the today’s ecological and financial urban challenges.“waste to energy” power-plant as well as recycling policy are some examples. Buildings: buildings can be a "stocks" only if considered within a short time span. Instead, urban regeneration and urban renewal programs are often needed, changing the density, the use and the aspect of small as well as large parts of the city within few years. Those investments allow to better adapt the city to new needs and uses of population. Pollution: pollution in terms of man-made emissions (the "flows" part) is particularly elevated in Rome. Heating systems and cars/public-transportation emissions are largely the causes of this situation. Creating environmental-friendly options when it comes to vehicles, heating systems (directly correlated to new construction techniques), viability and public transportation policies would dramatically reduce the amount of co2 in the atmosphere.
