In my opinion, the most effective rule would be controlled the height of the building. Only allow moderate height for new development with multiple functions in which serves the neighbourhood as well as creates a synergy of livability. 4. There is concerning policy regarding UHI in London. It was triggered by former mayor of London, Ken Livingstone called Living walls and roofs: Technical Report. The report promotes the use of green roof and attempts to regulate the amount of green space for large development in the city.
