1. My livability criteria is safety, job opportunities, housing, climate and health care. 2. I live in Seattle and i live here for the job opportunities, safety, climate, economy and laid back lifestyle. 3. In terms of livability based on the criteria above, I'd rate it about 90. Safety could be more closely monitored. Lots of crime here, but mostly theft and shootings. 4. What would I change? Transportation and housing cost. Transport is terrible here and we have 2 highways north and south and 2 highways east and west and they are gridlocked 16 hours a day, as we are waterlocked and it's hard to get around. Housing cost is insane thanks to Amazon, Microsoft, Starbucks, Google, Apple, Facebook and Expedia. You need to make at least 60K just to be able to rent something in the city. And forget about buying. Got a half million dollars?
