My CDS idea would be to create a collaborative online platform where people could give inputs to help ellaborate the new city's masterplan. Teresina, the city where I live, is starting the process to ellaborate the city's masterplan, and that citizens could help formulate guidelines, acess and discuss proposals through a collaboratve draft. Other cities, as São Paulo, made use of similar approachs of collaborative planning when drafting its urban legislation. The process had wide approval by citizens and helped to pass initiaves that minimize conflicts between citizens and market's interest. In the beginning of the process I would sugest a collective mapping process through intuitive and easy to use open sources where citizens could point ideas, conflicts, and interest in regional, local and neighbouhood's scale. Those ideas would be a source for planners and decision makers.The second part would be a open draft, throught a website tool people could acess and make sugestions to the draft. People also coul vote if they like or deslike the other proposals. In the neighbourhood scale, people could manifest what kind of intervention, and public facilities they want. As example of the picture above, the square is not being used by the citizens, a project that listen what they want for that place could improve the usage and satisfaction with the urban environment.
