For me the list with the criteria that makes a city livable is the following Safety Health care Environment Climate Jon opportunity Right now i live in Sparta, a small town in Peloponese, due to my work...that was the sole reason for moving here. I work in a construction company and they send us wherever they have sites in all over Greece. Having moved in sparta though not my first choice in cities, ended up being a pretty good thing for me, and in fact the only thing that the city does not have from my list is a very good public health care, even though it has a plethora of private doctors and clinics. So according to my list of criteria sparta could reach a 70 in the scale. Now as fas as the livability factor goes i would say that it could go somewhere between 70 and 80 , depending of what the persons criterias are. The fist thing i would change would be the public health system, the city has a hospital but its pretty far away, has no ambulances and not enough doctors even though there is a school for becoming a nurse in the city. Moreover i would create a variety of job opportunities. Lakonia the region where sparta belongs to is a pretty rich area due to the fact that they have a plethora of olive trees and orange trees. The majority of the populations occupy themselves one way or the other iwth the agriculture. But i would like that to change, and i do not mean those people should stop working in the fields but in order to attract more people in the area you have to have more variety in the job opportunities. I would move gladly in Madrid, because i think that it's a place taht combines many of the criteria i consider important. Also i would move in San Frascisco i think for the same reason and perhaps also in Dublin.
