A good idea for a public design project in my city would be to design public transportation in Dubai. Many people take cars to work because the public transportation is not citizen-friendly enough. Also, since the success of any public transportation project ultimately will depend on how much people like the transportation this would be an ideal project for a citizen design project. The public transportation could solve questions such as: What type of public transportation, where should the stops be, what would the price be, what would the routes be etc. etc.
