The survey of urban cllimate in summer covers 60 of the largest US cities and gives the results as follows : 57 cities (eg 95% of the cities studied- had measurable urban heat island effects over past 10 years. On average, the temperature has grown up hiagher and higher, Since 2004, 12 cities averaged at least 20 more days a year above 90 °F than neaby rural areas. 60 cities had higher temperature tahn close rural areas. Statiscally speaking, 51 cities showed a correlation between high temperature and bad air quality. I am agreeing with the measurement at the surface of streets and parks and at the canopy of below building. But thanks to sensors I am in favor of measurement od air quality. I am living and working in Clamart in the South West suburban area of Paris France, as Clamart is pretty close, we are affected by Paris pollution caused essentially by the vehicle traffic. Please notice that I am not ecologist but I take account as economist, of the pollution due to the human activity. My opinion is clear I wish to combine economic growth that is a goal and also a constraint of survival in respect of the nature protection. I propose a regulation of CO2 emission and small particles that causes respiratory desease in the population of all ages, the policy is a transition from a thermic engine to hybrid engine (Thermic + electric engines), as a result I propose a policy of encouragement of hybrid vehicles and pure electric vehicles. I do not want to oblige people to buy only eleectric or hybrid cars. An industrial policy must be carried out in combinattion with the encouragement mentioned above. I propose also a new nuclear production of electricity with the use of Thorium reactors in combination with the former nuke plants and alternative electric production using wind and solar panels. But this needs a huge amount of capital.
