Which are the measures you would propose? Planting trees ,which grows at higher level from ground. which will help in covering the concert structure and avoiding heat absorption. Using GIS tools for find optimal location based on direction for tree to prevent building to absorb more heat ,but also help in aeration to take away heat from the building and hence keeping it cool 4. Is UHI effect concerning policy making in your area?
