Mostly made of infrastructure for cars, the black colour absorb the energy and increase the UHI.At least, no high building were built around the area and they are found a bit further away, which at least doesn't amplify the problem. The lack of vegetation in this area is also not helping. 3) If I would be a decision maker, I'd force the city to improve their policy to make Montreal a greener place. I'd also hire more landscape architects, planners to mix aesthetic with the problem. I'd constrain city planners to prioritize pedestrian over cars. 4) There are some global objectives to make Montreal greener in their SAD (global vision for the territory and forthe planners). There are also a more specific urban plan (PU) which is being use to constrain new contruction with a ratio of green vs parking, for example. It could also ask to a designer to meet x objective around specific greener policies.
