Before 2014, Stavanger was growing and housing was a really big problem. Due to planning restrictions in Norway - it is really hard to spread the city or expand close to a forest area and Stavanger is effectively built on a fjord - the City had to decide to allow high risers and develop vertically. Storhaug, a recently gentrified area in the East of Stavanger, is where much of the recent development has been happening. I don't actually know where the developer sourced their materials from for this specific construction but I was told that Stavanger has local concrete production and developers use a lot of locally sourced wood and granite.
