The most important flows include people, capital and cruise ships tourism. 2) From a fishing town until the 70s with a strong maritime and shipping tradition, Stavanger quickly evolved to the oil & gas capital of Norway. Most of the infrastructure is invisible but due to the rich water resources, the main energy flows are hydro and heating is through heat pumps. Docks, fish processing factories and shipyards infrastructure remain but are now converted to cultural spaces or flats. Due to planning restrictions, the housing scarcity problem is addressed either through high risers or conversion of old warehouses. Capital flows have increased demand for luxury apartments and leisure boats but also for cultural spaces, galleries and cafes. 3) Due to the oil crisis the development of Stavanger will probably come to a halt and more focus will be put on tourism and developing the city as the cultural centre of Norway. I hope that more and more of the wealth will be invested in education and culture and better use of existing space. Stavanger also aspires to be a Smart City, offering sustainable mobility solutions that will address the serious flows of car traffic from Stavanger to Forus, the business area.
