1. Students The main flow of the city certainly are the students who come to study at the university, also the academic personel who comes to work/do research here. The students of course form the biggest proportion of the flow. They move to Tartu from both other parts of the country as well as come to the city as exchange students - either for only a couple of semesters or for many years. ![Uni. Tartu][1] 2. Education and knowledge The main stock of the city is connected to the main flow of the city - the education and knowledge the city offers due to the fact that it is the home to the oldest and most renowned university of the country. The university belongs to the top 3% of the world's best universities, and the research that is being done at the university certainly is an important stock for the small city. ![Tartu main square][2] 3. Culture/architecture Lastly, a very important stock for the city of Tartu is its historicality and the architecture of the city. The city centre is beautifully historical and also very compact, which makes commuting through it easy and quick. The city lies by river Emajõgi, which, in addition to the university, is another symbol of the city. The city rises upwards from the river's banks, and the many green areas around the city centre and up around on the hills make for fantastic places to walk/rest and offer picturesque views. The city is very friendly and humane due to its young/educated/progressive-minded population, and the smallness of the city. The long history of the city that is very visible in the architecture is a very strong factor for giving the city the intellectual character that it has. ![River Emajõgi][3] In terms of stocks and flows it would be beneficial for the city to further develop the university, to make it more attractive. Thus the stock of education and knowledge would reach a higher quality and the flow of the students/academic personel would grow (in both quantity and quality). The city could also gain from actively using the potential of the quality of the stock and flow. As the city is a target for qualified people who wish to study and/or conduct research here, it could aspire to put the high qualification and the abilities of the people into practical use at the city itself. That could help both in making the university more attractive and also benefiting from the qualified people who flow in and out the city. The city itself should be developed in a manner that seeks to preserve the historicality that is characteristic to the city. It is essential that the cultural value of the city is kept and cultivated, as it is an important stock for the city.
