In the last 10 years, economic growth in our city, Lima, caused that private cars in Lima rose at an annual rate of 20% (although this rate reduced in 2014); which has meant that the city has been saturated by the heavy traffic especially in the morning. In addition to this, our legislation doesn’t require nor encourages the renewal of the fleet; so the problem of the huge influx of new vehicles must be added that vehicles with more than 10 years do not leave the city; therefore, the city suffers from an excess of private vehicles. An example of stocks The last great immigration from the secondary cities and rural areas of our country to Lima city was at eighties years, as a result of violence caused by terrorist movement that ravaged our country in those years. With this latest migratory movement, Lima accumulated 50% of the national population. Since that time (30 years); Lima has remained representing 50% of the national population. For this reason; I consider Lima's population could be considered a stock variables. Another example of stocks Lima, as like as El Cairo City, is one of two cities in the world with over 10 million inhabitants which is located on a desert. However, unlike the Egyptian capital, Lima does not have a river of great affluence, but only by a small river called Rimac; so our water consumption should be restricted by the eventual rains that comes to little river. How to improve our city through better use of our flows and stock I believe that we should immediately implement a public transportation system that discourages the use of private cars and improve rules against the car's 5 and 10 years old. Early road safety education campaigns for our resident population is also required. This is done in other cities such as Santiago de Chile where the communities are organized to educate citizens since 3 or 4 years old. Regarding the best use of water. I am an advocate of privatization of the public company provider of this strategic service; because if prices are subsidized, people do not have a real value of this limited natural resource. ![enter image description here][1] [1]: https://edxuploads.s3.amazonaws.com/14343333357218071.jpg
