The main problem of this situation is that this people flow's speed is just too high. The following photos using Google Earth's timeline show one of these neighborhoods, called Belvedere. Faster than the infrastructure needed to support it. The result is heavy traffic every day, since the streets are not wide enough to bear the amount of new cars passing by this area. The subway network doesn't reach the neighborhood either, and there are no schools, hospitals, companies, etc nearby. To have access to these things, people who live there must go downtown every day to work, shop, or study for example. I believe that Belvedere's first priority should be to try to diversificate the buildings between residencial, commercial and institucional, creating more jobs and concentration spots, so people who live there will have more autonomy, being able to do more thing without big displacement.
