Water in this case is a recreational resource, attracting tourists, media attention and hence flows of capital into the city and the entire Upstate South Carolina region and beyond. The picture above is Falls Park, located in downtown Greenville, and that's the Reedy River running through it. The Reedy was previously very polluted and reeking, but now it is enjoyed and celebrated. The old industrial building like the one above were often part of cotton mills. Cotton used to be a major flow in the southeastern United States. Now we have infrastructure that is ripe for renovation, and in this area you can find old cotton mills being used for everything from office space and apartments to coffee shops and artists' studios. The capital in this area has come from public and private sources. Developers have received grants from the government for revitalization of places considered historic, and state and municipal governments have budgeted for large scale projects such as Falls Park. On top of this progress, I can imagine even more creative uses of stocks and flows. Revitalization has focused on some areas of Greenville but not others. Flows of capital to under-served areas of the city could allow more residents to enjoy the prosperity of this region. Bike trails can be extended and connected to more communities, and more buildings can be reused and re-purposed. This would impact CO2 emissions and have other ecological impacts, along with economic benefits.
