In our city the stocks and flow that can be seen are people, water and food in earlier periods of our history people will flock to the source of water for all activities flow of food run through the river and flow of people in and out of the city. This river connecting the city became highly dense in its population. This body of water became a dead river affording only the movement of non-food goods and other supplies. With the city and the luxury of modern living, roads and the other important resources in life people start to move out (or far from) in their residency and stay near the banks of the river. People specially the more affluent ones can be seen in plush subdivisions etc. Recently, they are reviving the dead river one location at a time and its seen as effective -- people who use the ferry services to get from one location has improved the lives of people near the river banks. The food too and other goods are starting to come in. The flow of people can also be seen by people in the outlying areas of the city they come in for work, study and come out again by nightfall. This rhythm is repeated every day on weekdays. During weekends people go outside of the city to breath fresh air. As for the last question these stocks and flow can change our city for the better if schools, work and transportation between the center (our city) to the outside perimeter of the city which is the province. If quality schools, work and factories are situated then there is no need for more and more people coming into the city for education and for work. In short it will decongest the city and make it more habitable and also decrease the carbon footprint by people daily coming in and going out.
