On of the aspects that contribute to a material being more used than the others is the historical aspect. France has encouraged the use of reinforced concrete to boost the cement and steel industry and the economy as a whole. It has now become a tradition and almost all the new social housing projects in France are made of concrete. It's the natural choice now for architects who have a hard time convincing builders or promoters to use steel frames and structures. That is because the whole building culture in France revolves around cement which means that its wide use led to it becoming cheap to use. However, We can see in the photo a more hybrid building on the right that incorporates more steel in the balcony and has more glass. It means the buildings have to adapt to today's growing demand for thermal comfort. Moreover , still proves to be faster to assemble and build which seems to be more and more attractive to promoters.
