The sky is really blue with no crowds and there are high buildings and some traffic. 2, 6 hours before this photo was taken, it was really windy and rainy because of the typhoon. From this photo, it does not look like congested by the traffic because it was early morning that I have taken this picture however, it would be more crowded after an hour. 3, By identifying the peak time of congestion, policy makers can set congestion charge system like London and Singapore does so that the urban space would be more eco-friendly, safer and perhaps sustainable.
