Invisible Information in a City Skyline

The "invisible information" of how bright the lights are shining relative to the background can be used to better the city by creating certain policies/directives to lower the brightness of lights. Too much bright light in the city not only creates unnecessary light pollution, which affects both humans and animals, but also affects the natural dark sky. Lowering light pollution can help contribute to a more livable urban space.
