I don't live in La Paz, but I think it is a very interesting city and therefore chose this picture I took when I visited Bolivia. Visible information in this picture are some high buildings with a mixture of rather old and new buildings and something like a stadium, towards the horizon / up the hill we see rather small houses. Invisible information that we can get from that is that the picture is probably taken from the centre of the city, because of the bigger buildings (could be offices) and the stadium and that many people live up the hill. The mixture of buildings shows that there is a development & probably growth of the city. It seems that the city has developed and grown and therefore spread up on the hills surrounding La Paz. Expecting further growth of the city, the question of living space rises. Having more parts of the city spreading over the hills, to the next valley, a new or a second center could eventually develop. Transportation (as underground transport would probably be difficult in this area) is another issue, since many people from the hills might have to go down to the city centre for work.
