Invisible: 1) When the city was rebuilt after the Second World War in 1945, existing authorities did not anticipate that the number of personal vehicles will increase with time exponentially. And this in the city center was created dense buildings excluding territory under parking lots. Today, a huge amount of staff and employees of local institutions come into the city center every day. And without free parking spaces they have to park their cars on the road in two rows. 2) As can be seen from the jumble of vehicles on the roadway directly under the wires feeding the urban electro route buses in the city there is no legal framework to resolve the issue of parking spaces and parking. This is largely dictated by the fact that those people who have to make such laws themselves use roads for parking. Exemption streets of downtown will lead to the relief of the traffic situation in the entire city, as the center is the shortest path between opposite points of the city. It is necessary to solve the problem with parking spaces for local staff. It's enough to build a large network of underground car parks.
