This is an area characterized by tropical climate and has long droughts. Thus, to water supplies is strategic for survival and for regional development. In rural areas, water for human and animal consumption is stored in dams and underground tanks, verifying public and private dams on farms. In urban areas, the water supply throughout the year is held from large reservoirs after undergoing treatment plants and be brought to the homes of a large distribution network. This system depends on rainfall, especially in the first six months of the year, when water supplies are formed. In addition to human consumption, water is stored in reservoirs also to generate power and irrigation in agriculture. So a good rainy season it is important to restore the water supplies of the reservoirs of hydroelectric plants in the region. CHESF - Cia. De Energy of San Francisco, the main supplier of electricity in the Northeast region, has a generating capacity of 11,000 MW from hydroelectric plants that depend primarily on rainfall to fill large reservoirs. Thus, a better urban planning, to consider both the revitalization of the city center for residence and as the best distribution of economic activities in urban territory, would improve the stocks and flows of people in the city and therefore the flow of vehicles on streets and avenues of the city, reducing thus congestion and unnecessary waste of fuel and hence greenhouse gas emissions. Land Recife is a city and located on the coast. In recent decades, the city suffered a lot with the advance of the sea, noting the need to work for the recovery of land of beaches of Recife and neighboring cities that make up the metropolitan area and suffered with the advance of the sea. It was carried out a project for the recovery of land ranges from the beaches that had disappeared with the advance of the waters. The first city to carry out the project for recovery of the beaches of land was Jaboatão Guararapes, nearby Recife.
