We have different FSI regulations depending upon the zoning of the city. They may change overtime. So Land as such can be seen as a stock but FSI flowing out of it can be seen as a flow which is variable In picture below we can see the difference. Left side of road is building zone while right side of road is having lesser construction permissible. ![enter image description here][1] B. Vehicles as Stock and flow Cars or vehicles parked can be seen as stock. But when they move it becomes traffic and hence flow. We can see an almost empty road in the early morning with cars parked. But this same road becomes crowded in the morning and evening office hours. ![enter image description here][2] C. Road as stock and flow. Road itself may be considered as stock and flow. Since it is widened and paved from time to time.
