Firstly, water provision, electricity and sanitation. At a local level it is imperative to ensure that water is provided to all households as well as electricity and sanitation. As all these amenities are subsidized by the Government to a larger extent it needs to reach all the citizens in equal measure. This has been one of the criticisms of Government subsidy as it ensures those who have more are subsidized by more. A design science project to ensure the subsidy is equal would be a starting point. For example a large household has electricity therefore can have A/C whereas a small household which has no electricity will have no A/C making the weather conditions more onerous on the low sectors of society. Another of the basic provisions is sanitation. A design science project that ensures that even in the lower economic sectors of society that sanitation is provided to every household - this includes waste disposal. In a sense what project would seek to ensure is that Government subsidy is equal despite the standard of housing. So more subsidy would be provided to the lower economic bands of society to ensure the equal distribution of basic amenities. Furthermore it would extend to the provision of public space in all types of neighborhood. Lower class neighborhoods tend to have little communal or green space as space is costly and also difficult to maintain. Designing these spaces could form part of the Design Science Project. In the attached photo three types of building type can be seen low cost squatter type housing in the foreground, low rise buildings in the distance and high rise, expensive development in the center (under construction). The developments are all so close to each other that it is necessary that basic amenities in infrastructure are equally distributed particularly as there is a Government subsidy in place.
