How would you measure liveability?

It is a relative term, that can not be easily defined into a combination of assets , but it can be studied, analysed, and tracked in more general terms. For me the most relevant aspect of livability is housing. I guess it is because I live in Brazil and lots of people don't have access to quality means of living, when it comes to housing. Opportunity is also very important, and in my country, because of poverty and prejudice it is hard for poor people from the countryside to have access to livability. Engagement is maybe the key asset to turn around this situation.
