![Haifa Residential Complex][1] An example of the rural areas around Baghdad is Yousofia seen in picture 2. ![Yousofia][2] The main UHI factors in my opinion is the high building density in the city compared with the rural areas as well as high electricity/fuel usage in the city in HVAC, Transportation, cooking ...etc. which all lead to higher UHI effect. If I had the chance to put measures for more livable cities, I would put limitations on the usage of HVAC systems used in residential areas and would put measures on the number of HVAC units and efficiency used as I think is the most important factor. Unfortunately, as far as I'm concerned we do not have any policies to reduce the UHI effect.
