I think the temperature is almost the same in all the city, and Madrid has "Casa de Campo" a green "lung" inside the center of the city - Which are the measures you would propose? Madrid needs measures against pollution, that is what I think why is warmer than its surrounding rural areas - Is UHI effect concerning policy making in your area?
