The measures that I would take is to make the city as green as possible. This will provide natural shading to every area and at the same time will absorb the solar irradiation. The municipality of the city seems that is really concious about the urban heat island phenomenon. The city tries to take in advantage the presence of green spaces and water spaces of the city.
