I don't know if it is UHI effect, but I try comparing Sion (at 482 masl) and Aigle (at 381 masl). Sion is hotter of 0.3°C than Aigle (10.1 against 9.8°C). So more or less identical and probably still with a buffer effect from the Leman Lake for Aigle. Regarding tropical days Sion see 12.9 more days than Aigle (16 against 3.1 days). UIH or not, the town of Sion should do something against heat ! Nevertheless, I could say from an historical point of view, alpine city often develop in the sunniest place and with less wind because the problem during the last 3 centuries was the cold in winter. The problem was heating building. With the arrival of efficient oil furnaces the architecture develops in a way not suitable. The architecture rules should integrate the energy demand as a prime factor when according building permit. A lot could be done in this regards and quasi passive houses may be erected.
