Energy from the wind will be enough for 30% of the consumption (average) and even 100% of the electricity demand. However oil will remain being used for teh different MOT so for sure, I will think in a policy for reducing the consumption of energy used for moving the people from one place to another. This policy would focus on the one and only city opf the country (Montevideo) and would promote the use of bicycles , the design of walkable cities (mixed neighborhoods), electric public transport capable of harnessing energy from the windmills and the large avenues that connect the city N-S and E-W.
