a) The main entry to the campus https://www.google.co.in/imgres?imgurl=http://www.ipu.ac.in/photos/3.jpg&imgrefurl=http://www.ipu.ac.in/&h=171&w=228&tbnid=og64mjfE5q3K_M:&docid=kq3xS3a5V2BDPM&ei=wpBgVtbVE9PnuQS_xpzgAQ&tbm=isch&ved=0ahUKEwjWvuTGr8DJAhXTc44KHT8jBxwQMwhgKCUwJQ&biw=1525&bih=683 b) The immediate area outside the library ( steps ) - partly shaded and partly exposed https://www.google.co.in/imgres?imgurl=http://www.ipu.ac.in/photos/4.jpg&imgrefurl=http://www.ipu.ac.in/&h=171&w=228&tbnid=aE_0vc7Scr4hnM:&docid=kq3xS3a5V2BDPM&ei=wpBgVtbVE9PnuQS_xpzgAQ&tbm=isch&ved=0ahUKEwjWvuTGr8DJAhXTc44KHT8jBxwQMwg5KAgwCA&biw=1525&bih=683 I have calculated the temperature at 2 p.m. Q2) The main entry passage way to the campus reads temperature of 33deg C with 55% humidity, whereas the area around the library reads the temperature of 29deg C with 55% humidity. The temperature difference comes out to be 4deg C. In both locations, during the afternoon period of the day, we see that there is a temperature difference of 4 deg. C. The passageway does not have trees with larger foliage lined around it. If it had been the case then definitely the temperature would have lowered down. And the steps around the library area is partially shaded and partially exposed. The exposed area is also not that hot in comparison to the former as it is well shaded by the interconnecting bridges, trees and the projection of the building itself. There is no such intervention done in the city against the UHI effect. In one of the seminars on Smart Cities by Delhi Development Authority had taken up Singapore as a case study as to how it is able to achieve a livable city for the inhabitants. But I would say that Singapore is way ahead in these terms and there the rules and regulations are strict which is not the case in India. Just a hand full of people takes up the initiative of a better future. I would rather say, before installing any devices, the policy makers needs to be right in each and every aspect. Only then the aim which Prime Minister Narendra Modi has said - "100 Smart Cities" would be achieved.
