I would propose more sustainable planning - less dense architecture, with green islands between the buildings, green roofs and trees along streets. It is partly happening, the problem is that many housing areas are built without finished urban development plan yet, with the only goal of maximising the profit from a piece of land. Only 25-30% of Warsaw is covered with ready urban plans - the rest is being developed more or less spontaneously. That strenthens the UHI effect and needs to be changed. 4. The city already recognized the problem of UHI and is planting trees (there is a program "million trees for Warsaw"), setting up new parks and green areas. Many new investments are planned as "green" offices with certificates etc. However, the influence of this particular problem on citywide policies regarding planning and architecture remains still low - and this needs to be changed in the future.
