![This is a picture of downtown Bel Air, the town center of a rural area outside of Baltimore][1] ![A giant highway through Baltimore leads to a car dominated city, increasing the exhaust dumped in the city][2] The major differences between Baltimore and Bel Air are the amount of people. Bel Air is fine with the amount of drivers it has, but when a similar percentage of people drive in Baltimore, it destroys the air quality and increases heat. As we can see in the Bel Air photo, the buildings are small and the streets narrow, not trapping much heat relative to Baltimore. 3. Some measures I propose would be: knocking down the expressway and exposing the river that's beneath it, while simultaneously building rapid mass transit (subway or other rail) to get commuters to the center without adding to exhaust. I would also try to increase the green space and tree canopy, as the vacant blocks of houses surely trap heat in their stature and concrete. 4. I believe plans are in place to increase the tree canopy and to expand bicycle commuting through both protected lanes and a bike share programs, but nothing major such as resign or a major transit system (light rail cancelled in July). Nothing here seems to function so I'm sure the government will try to solve these problems ten years too late.
