Even when I didn't have all this information about UHI, last summer I observed people talking about how sad it was that temperature at beaches in the countryside was lower than the one registered at the city beaches. There's not enough data to conclude on the UHI effects for Montevideo, however, there's an ongoing research project conducted by the University to measure the effect of UHI at Montevideo. As you can see buildings, cars, pavement contribute to UHI. First of all I would implement a monitoring system then with enough data proposals might be arrised. Is UHI effect concerning policy making in your area? More or less, even when is not measured, edification regulations require to consider shadow studies to project buildings and the incorporation of trees bushes, grass in the design to minimize the heat island effect
